Steps to Stop FOOD POISONING
Students in kindergarten and first grade learn the importance of hand washing in health education lessons.
There's no question that food poisoning is a serious problem. The Centers for Disease Control and Prevention report that 7 million people each year get sick from a food-borne illness, and 9,000 die. The good news is that proper hygiene can prevent contact with germs that can make people sick.
Knowing how germs spread in food is the first step. The e.coli bacterium, which was found in frozen hamburgers last summer, comes from animal waste that gets mixed with meat during processing. Fruits and vegetables can become contaminated with fertilizers from the ground or through irrigation with unsanitary water.
The Food and Drug Administration (FDA) has approved using radiation to kill bacteria in meat (irradiation). However, the process doesn't prevent the meat from becoming contaminated if it comes into contact with bacteria after it is sterilized (on work surfaces or in grinders).
"The people most vulnerable to food-born illnesses are the very old and the very young because their bodies are not as resistant to bacteria," says Lois Thieleke, food nutritionist with the Michigan State University Extension Service.
Basic rules for safer food preparation:
Wash hands before and after handling food.
Wash raw fruits and vegetables in the sink. "The nutritional value of fruits and vegetables far outweighs the possible danger of bacteria," adds Thieleke. "We should have five servings of fruits and vegetables every day."
Don't let blood from meat or chicken touch other food. To clean cutting boards, utensils, and kitchen counters, use a solution of one quart of water mixed with one teaspoon of bleach.
Don't leave any food that needs refrigeration out on the counter longer than two hours. Put food away in the refrigerator or freezer.
Don't eat raw meat or raw eggs.
Cook food to at least 160 degrees, even when re-heating leftovers. High heat kills most germs in food.

Session expected to adopt new standards for vitamin supplements and foods
4 JULY 2005 ROME -- The Codex Alimentarius Commission meets from today to 9 July, with representatives from more than 100 countries present.

The meeting aims to adopt a number of new or revised food safety and quality standards that will help safeguard the health of consumers worldwide and improve food quality and agricultural trade opportunities.

One of the draft standards up for consideration, on vitamin and mineral labelling, has caused controversy recently. It is designed to give consumers information about maximum consumption levels for vitamin and mineral food supplements - taking into account the fact that too high an intake can cause health problems. The draft standard aims to guarantee that the minimum levels of vitamins and mineral supplements claimed to be present in a product are actually present.

The basis for the proposed new international guidelines already exists as part of the national framework in some Codex Member States. If adopted by Codex, the guidelines would not replace existing national standards, or create new national rules where none exist. They could however be used as guidance by countries choosing to increase consumer information on maximum consumption levels of vitamin and mineral food supplements. No action of Codex could cause those vitamin and mineral food supplements currently sold over the counter to become subject to prescriptions.

According to Kazuaki Miyagishima, Secretary of the Codex Alimentarius Commission: “The guidelines are meant to help national authorities when they are considering what standards to adopt for their countries. The guidelines would help consumers to use these supplements in a safe and effective way through improved information on the label.”

Codex, a joint Commission of the UN Food and Agriculture Organization (FAO) and the World Health Organization (WHO), will also consider two new codes of practice covering hygienic practice for meat and minimizing and containing antimicrobial resistance.

Some ten individual codes for hygienic meat practices are likely to be replaced by a new science-based meat-hygiene code. Both the new codes were prepared in cooperation with the World Organization for Animal Health, the OIE, as well as FAO and WHO.

"We look forward to the potential adoption of these standards as the work done by Codex in these and other areas is key to creating a global level playing field for food safety standards," commented Dr Kerstin Leitner, WHO Assistant Director-General for Sustainable Development and Healthy Environments.
This week’s Codex meeting will also consider new safety standards for the prevention and reduction of aflatoxin contamination in tree nuts, and is expected to adopt principles for food certification by electronic means, which would ease red tape in international food trading.

Another issue before the commission is the question of geographical indication and the relationship of Codex to other international agreements covering this concept. The issue has arisen in the specific context of Parmesan cheese, but any Codex quality standard for products with a geographical indication depends on how this issue is resolved. This issue has been pending in Codex for several years because the opinions of member countries are, so far, divided.

More than 30 developing countries have been funded to attend the present session of the Codex Commission by the FAO/WHO Codex Trust Fund.
Hartwig de Haen, FAO Assistant Director-General, said the two Organizations would continue to try to improve developing country participation in the Codex decision-making process by strengthening their capacities at the national level to set up and administer food control systems.

“Technical assistance programmes by FAO and WHO support the efforts of developing countries to strengthen their national food safety systems to protect local consumers and to take advantage of international food trade opportunities,” de Haen said.

The 28th session of the Codex Alimentarius Commission runs from 4–9 July at FAO Headquarters in Rome.

Experts Advise Mass Vaccination Of Poultry
Kuala Lumpur: Health and animal experts on Monday called for mass vaccination of poultry to prevent bird flu from becoming a human pandemic, saying the virus has “tightened its grip’’ on Asia and is capable of springing major surprises. The virus currently appears to spread to humans only through close associations between humans and poultry. But medical experts fear it could mutate into a form that can easily pass among people, triggering a global pandemic. “The virus has behaved in ways that suggests it remains as unstable, unpredictable and versatile as ever,’’ said Dr Shigeru Omi, the World Health Organisation’s (WHO) regional director for western Pacific. “Judging by its performance today we need to be on constant alert for surprises,’’ he said at the opening of a three-day UN conference on the bird flu virus, which has killed 55 people in Asia this year. The meeting is co-organised by the WHO, the Food and Agriculture Organisation and the World Organisation for Animal Health, known by its French acronym OIE. Omi said avian influenza has “tightened its grip on the region’’ in 2005 and poses the threat of a pandemic, especially after reemerging in China where the virus killed 6,000 wild migratory birds last month in the remote Qinghai province. Vietnam is now “chronically infected’’ with seven new human cases reported last month alone, while Cambodia and possibly Indonesia have reported their first human cases, he said in his opening speech. The prevention of a human pandemic relies on efficient control of infection in animals, said Joseph Domenech, the FAO’s chief veterinary officer, in his speech. The only way to control it is by imposing mass vaccination of poultry and speeding up efforts to develop new bird vaccines, he said. “Avian influenza is not just an Asian problem. No poultry-producing country is safe from the occurrence of the avian influenza as long as there are pockets of infections in Asia,’’ Domenech said. Any flu strain could mutate to cause a pandemic. But bird flu—particularly the H5N1 strain—is of particular concern because people’s immune systems have never had to battle it. The meeting’s objectives include identifying practices in the production and marketing of live animals in Asia that might endanger human health. In most of rural Asia, poultry, domestic animals and farmers live in close proximity, often sharing the same room. Coountries must tighten regulations in the production, transport and marketing of poultry and poultry products. AP

Bird Flu Pandemic 'As Grave A Threat As Terrorism

Bird flu is now as much of a danger to Britain as terrorism, ministers have been told by the Government's official emergency body.

Top officials from the Civil Contingency Secretariat (CCS), part of the Cabinet Office, told a cabinet subcommittee last week that a flu pandemic - which it believes could kill 700,000 Britons - is now one of the most serious threats facing the country.

Plans are being made to close schools and cancel sporting fixtures in an attempt to limit the spread of the virus, and official advice on how to try to avoid being infected will be ready for publication this summer.

Cobra, Britain's emergency committee, will co-ordinate attempts to fight the virus. But the Government accepts that, if the flu reaches Britain, there is no hope of stopping an epidemic, and that the only hope is to mitigate its effects.

The top-level warning comes as alarming evidence emerges from Asia that the virus, which has killed more than half of those known to have caught it, is spreading.

Patchy reports from China and Vietnam suggest that the disease is affecting larger clusters of people, raising concern that it is mutating into a highly infectious strain that will sweep through the world.

The World Health Organisation has warned that "the world is now in the gravest possible danger of a pandemic", while the Food and Agriculture Organisation calls it a "sword of Damocles" hanging over the globe.

Last week's warning was delivered by the CCS's head, Bruce Mann, to the cabinet subcommittee. The secretariat, which says its job is to "look for trouble", keeps tabs on about 100 potential threats from floods to major accidents in factories to a terrorist attack. It now rates bird flu as among the greatest of them all.

On the same day as the ministerial warning, Britain had its first official exercise to prepare for the epidemic. Operation Arctic Sea was staged in the East Midlands to test capabilities to deal with mass illness and death. Officials have also been scouring the country to find sites for mass mortuaries, but Sarah Webb, a regional health emergency planning adviser for the official Health Protection Agency, says that military bases which had been investigated for the purpose had been declared "off-limits" to them "because of Iraq activities".

Official advice is being prepared to help people to cut the risk of catching the disease - including simple hygiene, staying at home, and avoiding gatherings of people - and local authorities are urged to get prepared. But Steve Miller, the head of public protection for the London Borough of Newham, told a seminar organised by the Chartered Institute of Environmental Health last week that there was still "some lethargy".

He said: "The biggest drawback is that people feel it is not their job, but somebody else's, or that someone will tell them what to do. We are late, but not too late."

Food containers under scrunityBy Marian BurrosThe question of whether Teflon cookware is safe has moved from Web site chatter to the courtroom. But more than nonstick frying pans are under scrutiny these days. Scientists are examining the chemical makeup of other products like food containers to gauge their potential hazards. In each instance, the substance being questioned is perfluorooctanoic acid (PFOA). Studies have shown that PFOA causes cancer and other health problems in laboratory animals, and it is under scrutiny by the Environmental Protection Agency and the Food and Drug Administration. A class action suit filed last week against DuPont in several states, including New York, charges that Teflon releases PFOA under normal cooking use and that the company did not warn consumers about its dangers. DuPont says that while PFOA is used to make Teflon, none of it remains in the finished product, and all Tefloncoated cookware is safe. The Environmental Working Group, a nonprofit environmental research and advocacy organisation financed by foundations including the Rockefeller Family Fund and the Joyce Foundation, says items other than pans are likely to be the major sources of PFOA. But the group, along with many scientists, points out a different problem: an empty overheated Teflon-coated pan does pose a risk by releasing toxic fumes. DuPont does not dispute that, but there is no agreement between the company and Teflon’s critics over what temperature releases the fumes . DuPont tells consumers at its web site that the fumes can injure pet birds and cause flulike symptoms in humans at “abnormally” high temperatures, a condition that the company says can last a couple of days. Other reports say that the fumes can kill birds. While DuPont defends its Teflon products, other companies are looking into their use of PFOA. Several animal studies, including one by the Environmental Protection Agency, show that fluorotelomers, chemicals used in food packaging as well as in rugs and clothing, break down into PFOA in the environment and when ingested. The Environmental Protection Agency began studying PFOA in 1999 and a draft report of its findings has been reviewed by an outside science advisory panel, which has said that PFOA is a likely human carcinogen. The EPA disagrees and wants to describe it as a suggestive human carcinogen. The difference is important because if the panel’s version is the final version the finding could call for a human cancer risk assessment. The final report will be released in the fall. The FDA has looked at PFOA in microwaveable popcorn packaging and found that the chemical migrates to the oil from the packaging during heating. But George Pauli, associate director for science and policy in the office of food additive safety at the FDA, said the levels found in the microwave packaging are low. “We don’t see anything at this time to say it’s a safety issue,” he said. “Food doesn’t appear to be a major source.” Julie DeYoung, a spokeswoman for Phoenix Packaging, a division of ConAgra Foods, said: “Studies on PFOA are preliminary, but we are taking the issue seriously and are talking with our paper suppliers about the issue.’’NYT News Service from TIMES INTLa TOI feature
